That city is on the Saginaw River, but 10-20 miles from the nearest point on Saginaw Bay (Bay City is the significant city that is right on Saginaw Bay). So the singer's rooted-ness throughout the song in Saginaw, Michigan itself is hardly consistent with the part about growing up in a house on Saginaw Bay.

I grew up in a house on Saginaw Bay. Why: Mentions the city of Saginaw, Michigan, and Saginaw Bay, the largest bay by far along Michigan's Lake Huron shore. Something never at all implied by the song is that the singer would have had to have moved between being born in Saginaw and growing up in a house on Saginaw Bay. Saginaw is along the Saginaw River, at least ten miles upstream from where if flows into Saginaw Bay, at Bay City which is actually at the mouth of the Saginaw River, some 15 miles north of Saginaw. Bay City is the most significant city actually along the bay shore, and about the nearest place on Saginaw Bay to the city of Saginaw.
