That's not might be 4:30 or 5:30 somewhere, but if it's 12:30 where you are, it can't possibly be 5:00 anywhere! (Unless he means 5:30, which is during the five o'clock hour, but he didn't specify that, so we, the listener(s), can't be sure.)
