Catus is the species, the name after the species is reserved for the subspecies also known as breed or race. Subspecies usually denotes a geographic region or bred trait. ie. Felis catus siamensis - Siamese cat Though I haven't seen Felis catus catus used, I have seen Felis sylvestris catus used to denote the domesticated cat as descended from the wildcat Felis sylvestris.

"'Felis catus' is your domestic nomenclature." -- from the poetry of Data on "Star Trek: The Next Generation." And it was over half a century ago that another somewhat dubious poet wrote, "Bo Diddley caught an alley cat, to make his pretty baby a Sunday hat."
