Diva, I did a little internet research, and found the comic book babies I was trying to remember. They were "Sugar & Spike". They spoke to each other in intelligent sentences - but everyone else heard it only as gibberish. The comic book debuted in the mid-50s, and ran at least into the mid-60s, when I was reading them. The writers of Rugrats apparently claim Sugar & Spike as their inspiration.
