Manoeuvres in the Dark (though military rather than Orchestral) seems to be the special talent of North Korean leader Kim Jung-il. I think this parody is about him (from his viewpoint) though it could also be about the Pakistani dictator or the newly elected Iranian president.

Very early 80s indeed, it charted in the UK in 1980 and over here shortly after that. I'm not sure when the album was released, if it was the year before the decade police will probably come forth tonight and tell me so. :-)
No, you're okay. You say it charted in 1980, so 80s is correct.
I doubt that the real Decade Police made that comment. They usually capitalize both "Decade" and "Police". Besides, the real ones are known to make a comment only when the decade is wrong.
