Well, "Shut up, he explained" is how you describe an answer to an inquiry when it doesn't really answer the inquiry at all and also has an undercurrent of hostility toward the inquirer. A "Satan Sandwich" is any allegedly necessary policy, program, or project you don't like that a politician insists on cramming down your throat anyway, figuratively speaking.

Okay I get it now, thanks. As for "?", not really but it was catchy and also the song's easy to parody. Often times you can get some interesting responses like this particular parody has.
