Eight U.S. states have an Orange County. The one in California, on the south side of the greater Los Angeles area, is the most populous of those eight Orange Counties. Anaheim is the largest city in California's Orange County, and reference to Anaheim elsewhere in the song makes it pretty clear that Orange County, California is the county that the song is referring to.
