This is a parody on the older kids who would like to ruin Halloween and grab the younger kids' stash. I know from a personal experience while Trick or Treating in 1980.
I know some kids who're are tough and mean.
They'll rob all your earnings, then make you scream.
They might kick Little Brother or slash some tires.
Or set some doggie doo on fire.

They crave Jolly Rancher or a chunk of Payday.
And if you don't give the bullies what they want.
They'll snatch your goodie bag as they taunt.
