This is a parody on the older kids who would like to ruin Halloween and grab the younger kids' stash. I know from a personal experience while Trick or Treating in 1980.
I know some kids who're are tough and mean.
They'll rob all your earnings, then make you scream.
They might kick Little Brother or slash some tires.
Or set some doggie doo on fire.

Punks want candy.

They want Snickers and they want Milky Way.
They crave Jolly Rancher or a chunk of Payday.
And if you don't give the bullies what they want.
They'll snatch your goodie bag as they taunt.

Candy in a bowl, there's nothing better.
To some thugs that are dressed in leather.
Some Halloween they'll grab your treats.
While they tell the little ones "Smell My Feet".
